DHS PACTS II // Functional Category 1 – Program Management and Technical Services

As a DHS PACTS Il prime contract holder under Functional Category 1, AVER and its partners (Team AVER) can furnish the full range of Program Management and Technical services (non-IT) to support DHS on a nationwide basis in the continental United States. Team AVER can supply the necessary labor personnel and materials required to satisfy any individual Task Order and its requirements.



DHS EAGLE II - FC2 // Enterprise Acquisition Gateway for Leading Edge Solutions II

AVER is a small business prime contract holder of the EAGLE II Multiple Award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide information technology (IT) solutions through performance of a wide range of IT and program management support services. The scope covers the full range of IT services, technical and management expertise, and solution-related enabling products in the functional categories (FCs) to meet the mission needs of the DHS. AVER is a Small Business prime contract holder on Functional Category 2 (FC2).

  • Program Support - Includes the full range of business and technical management services in support of DHS offices or programs. Support functions include, but are not limited to: Capital planning, Strategic planning, Workforce planning, Budget execution, Performance management, Enterprise Architecture, Data management, Information sharing, Information security, Training Enterprise resource management, Business process re-engineering, IT transformation and strategy, Organizational change management, Program Management Office support.

CIO-SP3 - SB //  Chief Information Officer-Solutions and Partners 3 Small Business

The CIO-SP3 Small Business (SB) contract is intended to provide information technology (IT) solutions and services as defined in FAR 2.101(b) and further clarified in the Clinger-Cohen Act of 1996. CIO-SP3 SB is administered by the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) as an indefinite-delivery indefinite-quantity (IDIQ) contract and available for use by all government departments and agencies through the issuance of task orders. The focus of this contract is to provide to government agencies a mechanism for streamlined ordering of required IT solutions and services at equitable and reasonable prices. 

GSA IT 70 // General Purpose Commercial IT Equipment, Software and Services

IT Schedule 70 offers Federal, state and local governments innovative solutions to their information technology needs. IT Schedule 70 is the largest, most widely used acquisition vehicle in the Federal Government. Schedule 70 is an IDIQ multiple award schedule, providing direct access to products and services. AVER can provide services under SIN 132-51.


  • Information Technology Professional Services - Includes resources and facilities management, database planning and design, systems analysis and design, network services, programming, conversion and implementation support, network services project management, data/records management, and other services relevant to 29CFR541.400.

GSA PSS // Professional Services Schedule

The Professional Services Schedule (PSS) enables Federal agencies to procure a wide variety of professional services using a single Schedule contract. Formerly Mission Oriented Business Integrated Services (MOBIS). AVER can provide services under SIN 874.1.


  • Integrated Consulting Services - Contractors shall provide expert advice and assistance in support of an agency's mission-oriented business functions. Services include: Management or strategy consulting, including research, evaluations, studies, analyses, scenarios/simulations, reports, business policy and regulation development assistance and strategy formulation; facilitation and related decision support services; survey services using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stakeholder briefings; advisory and assistance services in accordance with FAR 37.203.

SDVOSB // Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside

Through the SDVOSB program our customers can set-aside and even direct award their requirements to AVER as a verified SDVOSB. Recent legislation has made it easier and more streamlined to sole-source an award to SDVOSB firms for up to four million ($4M) dollars. For more information check with your acquisition organization or refer to FAR subpart 19.14 outlining the details of the SDVOSB Procurement Program.

GSA OASIS SB // One Acquisition Solution for Integrated Services (OASIS) - Small Business


OASIS is a multiple award IDIQ contract that provides flexible and innovative solutions for complex professional services. The core disciplines of the contract include program management services, management consulting services, logistics services, engineering services, scientific services, and financial services. Direct awards can be made to 8(a), HUBZone, and SDVOSB firms.


VA ADVISOR // Agile Delivery of VA Imminent Strategic and Operational Requirements (ADVISOR)


ADVISOR is a VA-wide contract vehicle supporting the Agile Delivery of Imminent Strategic and Operational Requirements (ADVISOR). This multi-award IDIQ is designed to assist VA programs execute cross-agency initiatives and achieve strategic priorities that ultimately improve outcomes for VA customers. Areas covered, but limited to: 1) Studies and Data Analyses - covers a range of topics from staffing & HR, organizational effectiveness, process efficiency, gap analysis, and using customer surveys, focus groups, ethnography, and data visualization. 2) Information Records Management - solutions to compile, evaluate, analyze, control, secure, and disseminate timely, relevant, objective, and accurate data and information to VA and VA stakeholders. 3) Business Process Reengineering, Improvement and Management - develop implementation plans and support the process of implementing and sustaining improvements. 4) Change Management and Transition - support quality management systems, tools, and techniques to help VA organizations transform, including Lean Six Sigma (LSS), ISO 9000/9001, and the Malcolm Baldrige Quality Award criteria.

8(a) STARS II, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. With a $10 billion program ceiling and a five-year base period with one five-year option, 8(a) STARS II allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses. Four functional areas to meet your mission requirements. 1) Custom Computer Programming Services, 2) Computer Systems Design Services, 3) Computer Facilities Management Services, and 4) Other Computer Related Services.
